Industrial safety inspection of oil and gas facilities and equipment

The basis for industrial safety inspection is the requirements to safety inspection procedures set forth in legislative acts of the Russian Federation related to industrial safety.

 

All equipment and plants used in hazardous industrial facilities are subject to industrial safety inspection, unless technical regulations provide for some other form of inspection. Industrial safety inspection is carried out in the following cases:

 

  • before starting to operate the equipment;
  • after expiration of service life, or when load cycles allowed by the manufacturer are exceeded;
  • the equipment has been in operation for more than 20 years, while service life information in the engineering documentation is lacking;
  • after original design of the equipment has been modified, or materials of the load-bearing elements have been replaced, or after refurbishment following accidents or failures resulting in damage of the equipment.

The purpose of the industrial safety inspection is to confirm compliance of the inspected equipment with the industrial safety regulations and standards. The industrial safety inspection is based on the principles of independence, impartial validation, and comprehensiveness of testing carried out using leading-edge technologies and methods.

Duration of the industrial safety inspection depends on the complexity and hazard of the equipment, but is not be more than three months of the date when the customer submits necessary materials and documents in accordance with the inspection contract.

The engineering inspection organization requires that the customer shall provide:

  • necessary materials and documents in accordance with the inspection contract,
  • samples of the equipment, or otherwise, an access to the equipment and plants used in hazardous industrial facilities.

Upon request of the inspectors, the customer shall provide an access to the hazardous industrial facilities, as well as to the equipment and plants used in hazardous industrial facilities.

In the process of the industrial safety inspection, the completeness and validity of the technical documentation related to the inspected equipment, and the true condition of the equipment and plants used in hazardous industrial facilities are assessed.

True condition of buildings and facilities is evaluated.

Technical diagnosis, nondestructive testing (NDT)/destructive testing aiming at evaluation of the true condition of the equipment and plants are carried out in the following cases:

  • after expiration of service life; when load cycles allowed by the manufacturer are exceeded; or when the equipment has been in operation for more than 20 years, while service life information in the engineering documentation is lacking;
  • after refurbishment following accidents or failures resulting in damage of the equipment;
  • in the course of inspection, defects with unidentifiable causes have been detected or equipment faults that have given rise to doubts about strength and reliability of the structure;
  • other cases at option of the inspection organization.

Once the industrial safety inspection is completed, the inspection organization produces a sealed and bound conclusion signed by the inspection organization manager and the participating inspector(s).

The industrial safety inspection conclusion may contain one of the following conclusions about compliance of the inspected equipment with the industrial safety requirements (except for inspection of industrial safety declaration and safety justification of a hazardous industrial facility):

  • The inspected equipment satisfies the industrial safety requirements to the full extent.
  • The inspected equipment does not satisfy the industrial safety requirements to the full extent, and cannot be used until the required changes have been entered into technical documentation, or the required actions have been done in connection with the equipment. The conclusion shall detail such changes or actions needed to bring the equipment into compliance with the industrial safety requirements.
  • The inspected equipment does not satisfy the industrial safety requirements.

The customer submits the industrial safety inspection conclusion to the Russian Technical Supervisory Authority (Rostechnadzor) to be entered into the registry of conclusions of the industrial safety inspection.
